éritable catastrophe ou sortie de route sans réelle incidence sur la bonne marche de l’Union ? Les avis sont partagés, dans les milieux européens, sur les conséquences de la crise domestique belge sur la présidence de l’Union, que la Belgique doit assurer du 1er juillet à la fin de l’année.

La Commission européenne se disait, lundi [26 avril], “tout à fait confiante” que la Belgique mènera à bien sa présidence comme elle l’a fait par le passé.

“Tout dépend de ce qu’on entend par affaires courantes. Cela varie d’un Etat membre à l’autre”, précise une source du secrétariat général du Conseil. Où l’on rappelle également qu’une présidence du Conseil de l’UE ne part pas d’une table rase. D’abord “parce qu’elle se prépare des années à l’avance”. Ce que confirme le secrétaire d’Etat belge aux Affaires européennes, Olivier Chastel : “Si on s’y était pris à la dernière minute, on serait dans de sales draps. Mais nous avons fini le travail de préparation.” Une réunion bilatérale entre entités fédérale et fédérées devait normalement se tenir le 7 mai prochain pour apporter la touche finale au programme belge, mais il n’est pas encore certain que le Premier ministre Leterme la convoquera.

De plus, “la présidence n’a pas la liberté de lancer des initiatives à partir de rien, ce qui permet de travailler en toutes circonstances, on l’a vu avec la présidence tchèque”, complète la source du Conseil. Autrement dit : la Belgique devra nager avec le courant législatif européen.

“La Commission a défini le programme des cinq années de son mandat, et les trois institutions (Commission, Conseil, Parlement) se mettent d’accord sur un programme législatif annuel”, explique l’eurodéputé britannique libéral Andrew Duff, spécialiste des affaires institutionnelles. “Entre une proposition de directive de la Commission et son adoption, il s’écoule en général vingt-deux mois. Une présidence, qui ne dure que six mois, récolte donc ce qu’ont semé ses prédécesseurs et sème pour ses successeurs”, enchaîne l’eurodéputé français Alain Lamassoure (PPE). Et d’ajouter que, depuis l’entrée en vigueur du traité de Lisbonne, “ce n’est plus la présidence tournante qui définit les grandes orientations stratégiques”, mais le président permanent du Conseil européen, le Belge Herman Van Rompuy, tandis que la haute représentante Cathy Ashton a la main sur la politique étrangère de l’Union.

N’empêche, “ce sera du business as usual”, dit-on encore au Conseil. L’eurodéputé socialiste allemand Jo Leinen rappelle, lui, que “beaucoup de dossiers restent à la charge de la présidence tournante. C’est une très mauvaise chose que le gouvernement qui va présider le Conseil soit en crise. Ce n’est pas un bon signal, à un moment où nous avons à gérer la crise financière, les difficultés budgétaires, la lutte contre le changement climatique. Autant de sujets sur lesquels l’Union a besoin de leadership.” Le vert Philippe Lamberts parle même de “catastrophe. C’est encore pire que la présidence tchèque, parce qu’ici le gouvernement tombe avant le début de la présidence. Le moins mauvais scénario, c’est qu’on ait un gouvernement de rechange (avec les socialistes flamands, par exemple – NDLR) qui revisite le travail déjà effectué.” Une possibilité, admet Olivier Chastel, puisque les priorités belges ne seront dévoilées qu’en dernière minute. “Mais si on va aux élections et qu’il faut négocier un programme de gouvernement et des accords communautaires”, la présidence partira sur de très mauvaises bases, craint M. Lamberts.

Il sera par ailleurs difficile au gouvernement fédéral d’influer sur les affaires européennes et de pousser les priorités belges s’il est faible politiquement. “Plus que de crédibilité ou de légitimité, je parlerai de capacité de peser sur le débat”, dit Olivier Chastel. “Il n’est possible pour un ministre qui préside une formation du Conseil de pousser une réflexion européenne au niveau des Vingt-Sept que s’il a l’aval de son gouvernement”.

“Moi, je fais confiance à la grande expérience, à la créativité et à l’ingéniosité des Belges. On sait que, techniquement, cela ira, ce sera peut-être même très bon”, tempère Andrew Duff.

Néanmoins, pour Jo Leinen, l’aura de la Belgique pâtit de la crise actuelle. “C’était un pays dans lequel on pouvait avoir confiance et qui jouait un rôle de médiateur pour régler les problèmes européens. Mais, ces dernières années, les conflits politiques ont terni son image.”

De acordo com a mesma fonte, o procurador-geral da República enviou uma carta rogatória para os Estados Unidos onde pede que os responsáveis da justiça do país intercedam junto da Google para retirar da Internet as escutas que envolvem o presidente do FC Porto, Pinto da Costa.

O porta-voz da Google, dona do YouTube, Bill Echikson, não conhece o caso concreto, mas garante que a empresa respeita a lei. “Não sei se já recebemos um pedido das autoridades para retirar este conteúdo, mas a regra geral é clara, se o pedido é legítimo, vem do Governo, chega por escrito e respeita a lei, então obedecemos. Somos respeitadores da lei”, adiantou, também à TSF.

Há cerca de três meses Pinto Monteiro abriu um inquérito que pretende apurar como é que as conversas gravadas durante a investigação do Apito Dourado foram parar à Internet. Na mesma altura Pinto da Costa apresentou uma queixa contra desconhecidos.

Já o Departamento de Investigação de Acção Penal do Porto garante que os pedidos para retirar as escutas do YouTube respeitaram a lei portuguesa e o recurso às entidades competentes. Contudo, Manuel Lopes Rocha, que é advogado especialista em Direito Informático, e que já esteve à frente de casos semelhantes, disse à mesma rádio que não percebe a opção de enviar uma carta rogatória quando um pedido directo ao YouTube costuma ser rápido e eficaz.

Iran to mass produce naval missiles

All defensive missiles tested in Iran’s recent naval drill have been built domestically and will be soon mass-produced, the country’s defense minister says.

Brigadier General Ahmad Vahidi said Monday that the main objective of the military exercise by the Islamic Revolution Guards Corps (IRGC) in the Persian Gulf and the Strait of Hormuz was to test coast-to-sea and sea-to-sea cruise missiles, drones and electronic warfare systems.

Speaking on the sidelines of the last round of the ‘Great Prophet V’ maneuvers, the minister told Fars News Agency that smart weapons fired in the drills simultaneously and successfully hit their targets by using laser technology.

General Vahidi said the missiles — Nasr, Nour, Saeqeh, Fajr III and Fajr V missiles — have high precision and a range of 45 km (28 miles) to 300 km (186 miles).

“The arrogant powers should come to realize that the Persian Gulf littoral states do not need the presence of foreign forces in the region,” he said.

Last Thursday, the IRGC launched a massive military exercise to highlight the country’s defense capabilities and its determination to safeguard regional security.

The drills coincided with the 31st anniversary of the establishment of the IRGC.

Brazilian Foreign minister Celso Amorim says his country wants to play a positive role in settling disagreements over the Iranian nuclear program.

“Brazil is interested to have a share in settling the [Iranian nuclear] issue in an appropriate way, “Amorim said at a joint press conference with his Iranian counterpart Manouchehr Mottaki in Tehran on Tuesday.

The top diplomat said that his country supports dialogue as the only proper solution and will continue diplomatic efforts to resolve the issue.

Amorim also emphasized that there was no international consensus that Iran had to be isolated over its nuclear work.

On the planned visit of Brazilian President Lula da Silva to Tehran, the minister stated that there has been no outside pressure against the visit.  

Brazil decides on its own and makes decisions based on its own principles, Amorim said, describing any such pressure as ‘ineffective’.

Mottaki also said during the press conference that Brazil has made efforts to rectify wrong procedures on global issues across the world.

He said that Iran and Brazil could collaborate in the establishment of peace and security in the world.

On a fuel swap deal with the West, Mottaki said that both sides discussed the issue and agreed that the swap could serve as a confidence-building measure both for Iran and the Western side.

Mottaki also said that Iran’s relations with Brazil are advancing and that the two sides are moving in the right direction.

Amorim’s two-day visit to Iran is intended to pave the way for Brazilian President’s tour of Iran next month.

Russia and Norway have joined China in urging a quick and “diplomatic” end to the deadlock over Iran’s nuclear program, with Moscow keeping silent on sanctions.

Presidents of the two European courtiers said in a joint statement on Tuesday that “both sides advocate the earliest settlement of the situation around the Iranian nuclear program by political and diplomatic means,” Russia’s official ITAR-TASS news agency reported.

The United States, Britain and France are vying for enough support in the UN Security Council to impose new sanctions on Iran over fears that its nuclear program harbors a clandestine agenda for developing weapons.

Iran, a member of the International Atomic Energy Agency and a signatory to the Nuclear Non-Proliferation Treaty, has repeatedly denied any plans for making atomic weapons.

Russia, a veto-wielding permanent member of the UNSC, has occasionally sent mixed signals concerning the nuclear impasse, defending Iran’s right to a peaceful program but stressing that it would “consider” sanctions if the deadlock continues.

“As of yet, Iran … is behaving quite irresponsibly. This, of course, is a sad fact… Therefore, if this situation continues, we cannot rule anything out, including sanctions,” Russian President Dmitry Medvedev said in an interview with Danish television released on Monday ahead of his Tuesday visit to Denmark.

This is while China, another UNSC veto holder, along with temporary UNSC members Brazil and Turkey recently signaled support for Iran, seeking to steer other members away from sanctions.

Israeli navy warships have once again opened fire on Palestinian fishermen along the shore of the Gaza Strip, inflicting damage on their boats.

The Tuesday fire drove the Gazan fishermen away though they had stayed close to the coastline, the International Middle East Media Center reported.

The fire caused no casualties, it added.

Marine life and agriculture remain two of the Gaza Strip’s staple sources of livelihood ever since mid-June 2007, when Tel Aviv subjected the coastal sliver to an all-out embargo, tightening the restrictions it had already put in place.

The coastline has, however, been polluted with sewage which Gaza has nowhere else to dump, given its broken waste disposal system.

The Israeli navy also carries out regular patrols of the shore to prevent the fishermen from sailing deep into the sea where they can net quality fish.

Israel has, meanwhile, declared 20 percent of the arable lands in Gaza a no-go area. Israeli forces would keep surveillance of the area and attack any farmer who might approach the “buffer zone.”

The announcement by National Assembly President Ricardo Alarcon was the first official response to Clinton’s April 9 remark on Cuba.

Clinton told a university audience in Kentucky that Fidel Castro and his brother President Raul Castro “do not want to see an end to the embargo and do not want to see normalization with the United States, because they would then lose all their excuses for what hasn’t happened in Cuba in the last 50 years.”

On Sunday, Alarcon, speaking to reporters in Havana, said, “If she really thinks that the blockade benefits the Cuban government — which she wants to undermine — the solution is very simple: that they lift it even for a year to see whether it is in our interest or theirs.”

President Barack Obama, who took office in January 2009, has said that he wants to recast US-Cuban relations, lift travel restrictions by Cuban Americans to the island, and initiate talks on migration issues and direct postal service.
